A Malaysian co-packer supplies the product, the process and the registered premises. You supply the business entity, the label, the barcode and the seller account. DapoGo’s published OEM rate card already names what it does not cover — artwork, lab test, nutrition facts, barcode and the halal application — and that exclusion list is your task list. Shopee and TikTok Shop both put compliance with all applicable law on the seller.

Part of DapoGo’s halal OEM and co-packing guide, written by the DapoGo team, a halal retort co-packer, at our own plant in Melaka Halal Hub, Serkam, since June 2026; the terms are in our retort food glossary and cost and MOQ in the OEM cost note. The rest: once the pouches exist, whose documents are still missing?

The short version

  • The rate card’s exclusions — artwork, lab test, nutrition facts, barcode, halal application — are your list.
  • The barcode is yours: GS1 Malaysia says yes for retail, online platforms and export, 3–5 working days after the documents and payment.
  • Food premise registration is done by the premises owner, not by you.
  • Labels: MOH checks yours for RM250 in 15 days, or itemises the faults for RM1,000 in 14 days.
  • TikTok Shop requires a seller registration before any product is listed.
  • Since 25 December 2024 a listing must disclose a set list in the national language; enforcement deferred, date unannounced.

What does a Malaysian co-packer actually provide?

A Malaysian co-packer supplies three things: the product, the process that cooks and seals the pouch, and the registered premises it is made in. DapoGo’s published OEM rate card then names the five it does not supply — artwork, the lab test, nutrition facts, the barcode and the halal application:

The factory You
Registered food premises Registered business entity
Formula or recipe work Label artwork and nutrition facts
Cooking, filling, sealing Lab test and halal application
Pilot batch and production GS1 barcode, seller account, 2024 disclosure

The real production price is confirmed only after R&D and costing; payment is 70% deposit, 30% before delivery. Which route you take is settled in private label or your own recipe, the steps in the DapoGo OEM process.

Do I need a barcode for Shopee or TikTok Shop?

Yes, if it is going into shops, onto a marketplace or across a border. DapoGo’s rate card excludes the barcode, so the answer comes from the issuing body. GS1 Malaysia puts it in their own FAQ, “If you’re selling in retail stores, online platforms, or exporting products – YES!” The number is yours to apply for, not the factory’s.

The number under the bars is a GTIN — the global standard product identifier. GS1 Malaysia’s FAQ calls it a golden rule: every different product needs its own unique barcode, and a change in size or quantity requires a new one.

GS1 Malaysia issues the code within 3–5 working days after all documents and payment are received — the clock starts then, not when you enquire. Pack artwork cannot print before the number exists.

What will a marketplace ask me for?

An account before any stock. TikTok Shop publishes its Malaysian requirements, so take them as the example: every individual and company must register and apply to be a seller before a product can be listed, a corporate account is open only to businesses or companies registered in Malaysia, and the application asks for business licences, registrations or similar official documents.

One quiet advantage of owning the brand: a shop name may not contain a brand name without the brand owner’s written authorisation. One verified business may register up to five seller accounts.

Restricted categories are heavier: approval first, and the submission may require certifications, testing reports and pack images — which start with your first pilot batch.

Why is the factory’s food-premise registration not mine?

A food-premise registration is done by the owner of the premises, and MOH requires it that way. You have no premises, so there is nothing of yours to register — you are borrowing a registered kitchen, not acquiring its registration. Ask the factory for the expiry date on its registration rather than for a yes, and ask who there holds it.

How long a registration lasts, and whose certificates count, is in our note on certification.

Is my label compliant, and who checks it?

MOH runs two different label services, and few people explain the difference. The label check costs RM250 per application on a 15-day charter and returns a verdict only — a LABEL PATUH result earns the no-objection letter. The labelling advisory service costs RM1,000 per label on a 14-day charter and sets out the labelling offences in detail.

The check tells you only whether the label complies with the Food Regulations 1985; it does not itemise the mistakes.

There is a trap. A label check goes in through MOH’s FoSIM system, and the application requires an ingredient list showing each ingredient’s percentage and function, water included. That is formulation data: no figures in your contract, no application.

What must a Malaysian listing disclose under the 2024 rules?

The Consumer Protection (Electronic Trade Transactions) Regulations 2024 came into force on 25 December 2024 and revoked the 2012 set that most online guidance still cites. A marketplace supplier must disclose the information in the Schedule — and two items there bite a food brand: a certificate that the goods follow the safety and health standard determined by the competent authority, if any, and the national language.

Disclosed information must be in the national language, with other languages permitted in addition. Selling in English from KL, London or Singapore? The Malay text is the compliant version of your listing.

In a note dated 21 June 2025 the Malaysian law firm Richard Wee Chambers reported “Penguatkuasaan telah ditangguhkan oleh Kementerian Perdagangan Dalam Negeri dan Kos Sara Hidup ke suatu tarikh yang bakal diumumkan” — enforcement postponed to a date yet to be announced. Non-compliance is still an offence, so build the fields in now.

If a pouch fails, who answers for it?

You do, and both marketplaces say so. Shopee puts it plainly: it is the seller’s responsibility to ensure the proposed item complies with all laws and is allowed to be listed, before it is listed. TikTok Shop holds sellers responsible for keeping their listings and sales lawful at all times. The factory’s paperwork does not move that onto the factory.

Under the 2024 Regulations a supplier who agreed to take payment must bear the cost of re-delivery if the goods are materially different or defective — a swollen pouch is a cost you carry. And Shopee prohibits food listings carrying medicinal claims: write what the dish is, not what it cures.

Marketplace operators must take reasonable steps to keep records of their suppliers, including trade or company name and registration number, for three years — which is why the platform asks for documents. How DapoGo works describes that plant and the 54 products we make in it.

Quick answers

Does the co-packer design my label artwork?
Not unless stated. DapoGo’s published OEM rate card excludes artwork, the lab test, nutrition facts, the barcode and the halal application, so all five sit on your side of the line. MOH’s label check, at RM250 per application, tells you whether the label complies.

Must the information I disclose on my listing be in Malay if I sell in English?
Yes. Under the Electronic Trade Transactions Regulations 2024, information disclosed by an online marketplace supplier must be in the national language, and other languages may be used in addition. Your English copy sits alongside a Malay version, not instead of it. Enforcement has been postponed to a date yet to be announced.

Can I put my brand name on my shop?
Yes, if you own the brand. TikTok Shop does not allow a shop name to carry a brand name without the owner’s written authorisation — one quiet advantage of owning the brand rather than reselling. One verified business may register up to five seller accounts.

Where to start

Start with one SKU and one registered entity, and the entity comes first: EzBiz is SSM’s online business registration service, and SSM publishes the new-registration fee at RM30 a year for a personal name and RM60 for a trade name. TikTok Shop’s corporate route accepts only a business registered in Malaysia.

Run the barcode and the label alongside R&D. No factory yet? The co-packing route is the beginning, the scope is in OEM and co-packing services, exporting is separate, and the rest is in the FAQ. WhatsApp 011-5501 3391.
